Canada has been accepting immigrants and refugees since it has became its own country, since Canada is a very underpopulated country. Immigration is the action of coming to live permanently in a foreign country. A Refugee is a person who has fled their country and can not return because they fear their life. We have not stopped excepting either, but our ways and criteria have changed throughout the years.
