The Canadian-Quebec Accord
The Canadian-Quebec Accord is a legal agreement about immigration issues between the federal government of Canada and the province of Quebec. The board accord signed in 1991. The arrangement gives Quebec the responsibility of choosing immigrants and refugees still living in their own countries but wishing to come to the province.
In 1986 Quebec got its own department of immigration. Then in 1971 first Canada- Quebec immigration agreement was signed. Next the Cullen/Couture agreement gave Quebec a say in the selection of the immigrants in 1978. Finally in 1991 the first agreement to give Quebec selection powers in Canada was approved.
